ORLANDO EXECUTIVE ATCT LETTER TO AIRMEN NO. 13-01

 

SUBJECT: INITIAL IFR ALTITUDE ASSIGNMENT

 

CANCELLATION: June 6, 2015

 

Orlando Executive Airport is located within a complex airspace structure, with three major airports, Orlando Sanford International (SFB), Kissimmee Gateway (ISM), and Orlando International (MCO), in close proximity. Orlando International Airport is due south of Orlando Executive Airport requiring aircraft arriving or departing MCO to overfly Orlando Executive Airport. Additionally, Orlando Executive Airport underlies the Orlando Class B airspace.

 

Recently, Orlando Executive Airport Traffic Control Tower has experienced an increase of incorrect pilot read-back of the initial altitude assignment for departing IFR aircraft. The Orlando Executive Airport Class D airspace extends from the surface to 1,500 feet (one-thousand-five-hundred feet).  The initial altitude clearance for IFR departures is to maintain 1,500 feet, and to expect filed altitude within 10 minutes after departure. This initial altitude assignment is to provide separation from large commercial aircraft, including heavy and B757 aircraft, arriving or departing Orlando International Airport.

SUBJECT: IFR SEPARATION SERVICE FOR VFR AIRCRAFT CONDUCTING PRACTICE INSTRUMENT APPROACHES
 
CANCELLATION: June 9, 2015
 
This letter cancels the previous letter issued April 1, 2013, with the same subject.  Central Florida TRACON (Orlando Approach Control) provides IFR separation services to VFR aircraft conducting practice Instrument Approaches at the following airports, during times the respective control tower is operational:
 
Orlando Executive Airport (ORL)
Kissimmee Gateway Airport (ISM)
Orlando Sanford Airport (SFB)
Leesburg International Airport (LEE)
Titusville/Space Coast Regional Airport (TIX)
Patrick Air Force Base (COF)
Melbourne International Airport (MLB)
 
Controller responsibility for separation begins at the point where the approach clearance becomes effective.  Except for heavy or B757 aircraft, 500 feet vertical separation may be applied between VFR aircraft and between a VFR and an IFR aircraft.  Controller responsibility for separation ends at the Missed Approach Point, unless the published missed approach is specifically requested and approved.

This service does not relieve pilots of the responsibility to see and avoid other traffic operating VFR.  It will, however, enhance safety by providing separation from other VFR aircraft making practice instrument approaches, and from those operating under IFR in the terminal area.
